THCA Laws in Louisiana β€” Full Breakdown

Louisiana's HB 952 took effect January 1, 2025 and bans all smokable hemp products including THCA flower and applies a total THC standard post-decarboxylation. This law closed the hemp-channel THCA flower market in the state.

Non-smokable hemp consumables remain permitted and are capped at 5mg THC per serving and 40mg per package for consumers 21 and older. Smokable THCA flower, however, has no compliant hemp-channel pathway under HB 952.

Louisiana does not have recreational marijuana. A medical marijuana program exists for qualifying patients, who may access cannabis products through licensed channels.

What Is THCA and Why Does Legality Matter?

THCA (tetrahydrocannabinolic acid) is the raw, non-psychoactive form of THC found in fresh cannabis. Under the 2018 Farm Bill, hemp plants containing ≀0.3% delta-9 THC by dry weight are federally legal β€” regardless of THCA content. When THCA is smoked or vaped, heat converts it to psychoactive delta-9 THC through a process called decarboxylation.

Some states have added "total THC" standards that count THCA toward the THC limit. Others have banned smokable hemp specifically. The legal status of THCA varies by state and is subject to change as legislatures continue to address hemp regulations.
